With less than 8 months left until the end of the project, the DAPhNE consortium uniting 23 partners from 9 Danube riparian countries delivers important results in all project activities such as port legislation & funding, port administration & management, port development, port strategy & port network formation.
In terms of port legislation and funding, the partners involved delivered all planned activities and successfully closed the related work package in the end of June 2018. The respective project partners from AT, SK, HR, HU, RO, BG finalised the elaboration of the national reports on port legislation and port funding as well as successfully carried out the organisation of national workshops in SK, HR, HU, RO and BG. The hosts of the workshops have collected valuable input and feedback from the participants that facilitated a know-how transfer between the public sector (ministries, port authorities, etc.) and the private sector (port associations, port operators, etc.). All these findings and solutions have been reflected in the DAPhNE recommendations for port legislation and the model for state-aid schemes.
In terms of port administration processes and management models, the project partner from Hungary (HFIP) together with the involved partners finalised the good practice and conclusions reports on port administration processes and port management models based on various cases from the Rhine and the Danube region. Three partners from AT, HU and RO carried out national HR workshops which gathered more than 120 stakeholders - students, teachers, potential port employees, port managers and public institutions. Interactive sessions were carried out based on the methodology agreed on together by the University of Upper Austria, University of “Ovidius” Constanta and Hungarian Federation of Inland Ports.
Another field of action relates to the preparation of the pilot action for a Port IT Community System. A modular Port Community System is being implemented within the framework of Activity 5.3 of the DAPhNE project and 3 modules (core module - user management & data layer, cargo, tracking and tracing) shall be developed and tested within the pilot action. For the participating Danube ports (Enns, Bratislava, Novi Sad and Smederevo), this shall provide an affordable alternative to commercial Port Community Systems, normally designed for large maritime ports. The system shall optimize port processes by digitalizing them (instant delivery of necessary information), reusing the data already available within the system (to avoid unnecessary repetitive filling of forms) and smart and secure data exchange. The pilot action takes place between October and December 2018.
In connection to the development of the Danube Ports Network, the DAPhNE consortium has officially launched the Danube Ports Network platform (DPN), a long-term, sustainable structure contributing to good port governance and cooperation strengthening in the Danube Region. The Danube Ports Network has emerged in response to a real need to address and reduce the development and innovation gap between Western and Eastern European Danube ports. DPN provides a platform for enhanced, coherent transnational and cross border cooperation among partner organisations at policy, technical and operational level. At the same time, the network offers its partners organisations better channels of engagement with EU institutions and relevant port stakeholders at national, regional and EU level.
