Developing a highly innovative InnoSchool Learning System, in such a way as to be attractive towards secondary school students, impactful on educational curricula, aimed at strengthening the societal entrepreneurial spirit, must be built on evidence-based research. Considering this, during the beginning of the project (October – December 2018), InnoSchool partners conducted a regional desk research focused on mapping the territorial educational frameworks, under the close coordination of Vienna Board of Education, European Office Project Partner.  

In the month of August, we will be publishing the results of this research for every country in the project. Today we start with Romania and the part that entrepreneurial education plays in the school curricula and the students’ lives, introducing a new learning system to existing curricula and existing entrepreneurship programs and initiatives.

Entrepreneurial education

Entrepreneurial education, as part of national curriculum, is taught in all typologies of Romanian high schools (national college, economic college, technological college, technological high school, standard theoretical high school, pedagogical vocational school) to 10th grade students (16-17 years old) by qualified teacher. In technological college and high schools, entrepreneurial education is part of all educational modules and their practice is based on exercises firms, especially for education on services.

Introducing a new learning system to existing curricula

A new learning system can be introduced only at the level of learning methods. What is taught in school is imposed by the National Ministry of Education through National Curriculum. The school may propose it also as an extracurricular activity or as an optional. The present legislative framework imposes a very centralized learning system. The school does not have too much freedom to choose a new learning system. For example, if a school wants to introduce a learning system as Step by step, Walldorf or Montessori, it needs the approval from National Ministry of Education, the new programs must be evaluated by the Quality Assurance Agency for Pre-University System. The present legislation is less focused on allowing schools, teachers and students to choose subjects based on their needs and interests. The Ministry of Education imposes even the lists of optional subjects. A student in high school studies around 18 subjects during the school year.

Existing entrepreneurship programs & initiatives

The following entrepreneurial programs (and also dedicated activities) exist in Romania, and more exactly in Bihor County: Junior Achievement, Top Management, Erasmus+ projects, meetings with local and national entrepreneurs, bank representatives, collaborative activities with University of Oradea (Faculty of Economical Sciences), Exercise Firms, etc.

We consider that a program that integrates more characteristics from the programs above is needed for high school students, especially due to that fact that none of them have the online element that the InnoSchool innovative project has.
