First call for proposals
The First call for proposals of the Danube Transnational Programme was open between 23rd September to 3rd November 2015 (1st step) and between 29th March to 9th May 2016 (2nd step).
576 Expressions of Interest were submitted for the 1st step. More information about the proposals submitted can be found by clicking here.
A decision about the Expressions of Interest (EoI) which were selected to submit a full Application Form in the 2nd step was taken by the Monitoring Committee on 22nd March 2015. The list of projects can be found here.
91 Application Forms were submitted for the 2nd step out of the 100 pre-selected.
55 projects were approved with conditions by the Monitoring Committee on 27th and 28th September 2016. The list of project can be found here. More information about the 55 projects can be found by clicking here.
54 projects were finally approved by the Monitoring Committee on 8th December 2016. The list of projects can be found here.
The assessment procedure was based on a double analysis of the eligibility and quality criteria.

Applicants Pack
The Danube Transnational Programme produced an Applicants Pack to provide stakeholders and potential project applicants with appropriate and high-quality information about the programme, the options and conditions for the development of their project ideas into full-fledged project proposals and the assessment and selection procedures for proposals. The Application Pack includes the following documents: Cooperation Programme, Applicants Manual, Call Announcement, Expression of Interest and Application Form (for the 2nd step). These documents will be subsequently published before the call is launched (except the Application Form related to the 2nd step).
a) Cooperation Programme
Document developed by the States and Regions of the area covered by the Danube Transnational Programme and approved by the European Commission which defines the priorities as well as the programming and EU funds required to achieve these priorities. It serves to implement a Community support framework, inter alia, to contribute to the Union strategy for smart, sustainable and inclusive growth and to the achievement of economic, social and territorial cohesion.

b) Applicants Manual
The Applicants Manual is part of the Application Pack intended to provide applicants with detailed and specific information about the programme, project requirements, eligibility rules, application and assessment processes, project implementation principles and to guide them through the drafting of the project proposals.

SUPPORT FROM JOINT SECRETARIAT
DTP applicants had the possibility during the First call to individually consult with the Joint Secretariat on their project ideas. Project ideas being at an early stage of development were recommended to first address their respective National Contact Point for general advice and information.
A consultation with the Joint Secretariat could comprise all main aspects of the 1st application step (partnership, content, work plan). It could only be requested by email including a written project outline based on a pre-defined DTP Concept Note. Additionally, applicants were requested to highlight the main questions to be answered by the Joint Secretariat. The JS provided a feedback as soon as possible, not later than a week from the request.
The requests for project consultation not based on the official DTP Concept Note template - e.g. by submitting an Expression of Interest - were not considered.
For requesting an individual consultation, applicants had to contact the thematic JS Project Officer responsible for their project topic (the contact details of the JS can be found on the programme website) or the general DTP email (danube@interreg-danube.eu)
Bilateral on-site consultations could be requested to the thematic Project Officer in the premises of the Joint Secretariat. They were limited to 30 minutes and could be requested only once for each project. They could comprise all main aspects of the 1st application step (partnership, content, work plan), and could only be requested by email including a written project outline based on a pre-defined DTP Concept Note. Additionally, applicants were requested to highlight the main questions to be discussed with the Joint Secretariat.
In order to allow a realistic timeframe for adjustments, no on-site project consultation are organised in the last week before the closure of a given Call for Proposal. This limitation is not affecting general or technical questions, for which the Joint Secretariat can be addressed at any time.
Financial tool
For the purpose of supporting the Applicants in self-assessing their financial viability the JS developed an excel-based tool. This tool was not mandatory as the financial viability will only be assessed by the JS based on a self declaration.

In order to ease the applicants in finding relevant information concerning the EUSDR (in addition to the targets based on the action plan), the Joint Secretariat offered the possibility to directly link from the DTP programme website to the latest progress reports from the EUSDR Priority Areas: http://www.danube-region.eu/about/progress-reports.
